Build 1.4.8831.0.

This is a branch of 1.4 with a port of Tomcat valves to Tomcat 7 (using 7.0.4) instead of Tomcat 6. Note that, while it may not always be possible, we recommend that you use servlet filters instead of Tomcat valves. Servlet filters are compatible with all versions of Tomcat.
