Can't read Waffle.chm help file

I've tried openning the file as distributed with Waffle1.3 on both a Win2008 server and my Win7 desktop.  Both open but the right (reading) pane displays nothing but "Navigation to the webpage was canceled" no matter what is selected from the Contents or Index on the left.  Is there a trick here I'm missing?  Thanks for the help!

Download the file, then right click on it and hit "unblock".

okay, I right clicked on the file name in my directory and did not see an option for "unblock"

Hit Properties, then unblock.

I knew the unblock trick, however I got a different issue with the same symptoms, if it helps: It turns out that the "Unblock" option is not displayed in the Properties panel if the CHM file is opened from a network drive (UNC path). You'll have to copy it in your local hard drive then try to unblock it...

Still can't find the unblock in Properties.  I'm using Windows XP professional.  Is there a way to repackage the distribution such that the help file is readable without going through counter-intuitive measures?  Thanks
